Summary of the House Committee Version of the Bill

SB 418 -- CRIME VICTIMS' COMPENSATION FUND

SPONSOR:  Mayer (Lipke)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Crime Prevention and Public Safety by a vote of 13 to 0.

Currently, persons convicted of a misdemeanor are ordered to pay
a $10 judgment to the state to be deposited into the Crime
Victims' Compensation Fund.  This bill exempts violations of
Chapter 301, RSMo, (vehicle licensing) and Chapter 390 (motor
carrier regulations) from that requirement.

FISCAL NOTE:  No impact on state funds in FY 2006, FY 2007, and
FY 2008.

PROPONENTS:  Supporters say that there was a specific statute
which listed all of the chapters which required a payment into
the Crime Victims' Compensation Fund.  Last year, the statute was
amended to list only the chapters which were exempt from a
payment.  As a result, Chapter 301 and Chapter 390 were included
by mistake.  These two chapters had never been included, and
there was never any intention of including them.  The bill simply
corrects that oversight.

Testifying for the bill were Senator Mayer; and Supreme Court of
Missouri.

OPPONENTS:  There was no opposition voiced to the committee.
